If you don't make your own patterns, the closest I can think of to this type of skirt is a Poodle Skirt pattern.. Felt gives the best volume, but I used cotton since it was the best color and sewed in super thick interfacing.
As far as styling goes, I tried to do my hair and makeup to have hints of retro without being too antiquated, to be a sort of ode to the several decades the series has been through. I wanted the design to be simple enough to seem "timeless"

And sure, it's actually pretty simple of a costume. I actually cheated on this version and most of it isn't homemade. The skirt is a costume/poodle skirt pattern. I used a blue linen with very, very heavy interfacing and made an extra thick belt piece to it in black. Then I used iron-on letters for the waist lettering and put white linen on interfacing for the panels and sewed on navy trim to the ends of each. The St. John's ambulance button I made off CafePress and added a cotton black trim around it. I used extra blue fabric to handcraft the bow. The rest of it is from the closet!
